    THE KABAKA (KING) OF BUGANDA, SIR FREDERICK MUTESA, APPEALED TO HIS SUBJECTS IN KAMPALA YESTERDAY (FRIDAY) TO WORK IN HARMONY WITH OTHER UGANDANS FOR THE DEVELOPMENT OF THE COUNTRY. THE KABAKA, WHO IS ALSO PRESIDENT OF UGANDA, WAS ADDRESSING A SPECIAL MEETING OF THE BUGANDA KINGDOM PARLIAMENT TO MARK HIS 41ST BIRTHDAY.

    WEARING AN ORNATE CEREMONIAL ROBE AND A FEATHERED HEAD-DRESS, THE KABAKA WAS RECEIVED BY JUBILANT CROWDS OF HIS SUBJECTS CROWDED IN THE NAKIVUBO STADIUM. A HOLIDAY HAD BEEN DECLARED TO MARK THE KABAKA'S BIRTHDAY.

    AMONG THOSE ATTENDING THE BIRTHDAY CELEBRATIONS WAS DR. MILTON OBOTE, THE PRIME MINISTER, AND THE RULERS OF TORO AND ANKOLE KINGDOMS IN WESTERN UGANDA. THE KABAKA TOLD THE BUGANDA PARLIAMENT YESTERDAY THAT INDEPENDENCE, ACHIEVED THREE YEARS AGO, SHOULD BRING AN ATMOSPHERE "IN WHICH EVERYONE IS HAPPY."
    THE KABAKA SAID: "I APPEAL TO THOSE WHO KNOW THIS TO SPREAD THE MEANING TO INDEPENDENCE TO THOSE WHO DO NOT KNOW IT."
