PERHAPS MR KHRUSHCHEV BELIEVED THAT, IF HE WAVED THE 'SUGAR BREAD', HE MIGHT AFTER ALL ACHIEVE SOME MEASURE OF SUCCESS. BE THAT AS IT MAY - IT IS NOT A POLITICAL REALITY. PERHAPS HE EVEN THOUGHT IT MIGHT BE POSSIBLE IN THIS WAY TO CREATE THE IMPRESSION THAT (WEST) GERMANY DID NOT AFTER ALL STAND FIRM ENOUGH TO IGNORE THE BAIT. THIS QUESTION HE MAY ANSWER FOR HIMSELF. BUT THEN LET ME SAY THAT, AS WE ARE FIRMLY CONVINCED THAT WE CAN RELY ON THE UNITED STATES AS WELL AS ON OTHER WESTERN FRIENDS OF OURS, THUS YOUR COUNTRY AND YOUR PEOPLE CAN BE ASSURED THAT, IN EVERY SITUATION, WE SHALL STAND WITH FIRM AND UNFAILING LOYALTY BY THE WESTERN WORLD AND ITS IDEALS, TO WHICH WE ARE PREPARED TO MAKE OUR FULL CONTRIBUTION."

    ASKED IF HE HAD DISCUSSED WITH THE PRESIDENT THE SOVIET MEMORANDUM HANDED LAST MONTH TO THE WEST GERMAN AMBASSADOR IN MOSCOW, DR ERHARD SAID HE HAD NOT DISCUSSED IT WITH MR KENNEDY, BUT IT HAD BEEN ONE OF THE SUBJECTS IN HIS TALKS WITH SECRETARY OF STATE DEAN RUSK.
