    Foreign Ministers from 24 Latin American and Caribbean countries started discussions in Mexico City on Monday (18 February) to hammer out a joint stand before going into three days of talks with United States Secretary of State, Dr. Henry Kissinger, on Thursday (21 February).

    The Ministers were attempting to find a common stand-point on a whole range of issues. Among them were the reshaping of the Organisation of American States (CAS), the Panama Canal, multi-national companies and United States' aid.

    But, by Wednesday - the day before the 'new dialogue' with Dr. Kissinger they had not found much unity and were not able to agree on a spokesman for the individual topics.

    The disagreements had started on Monday with a statement by Mexican Foreign Minister, Emilio Rabasa, the Chairman of the Preparatory conference. He suggested that the conference be suspended while the delegates went to the airport to greet Mexican President Luis Echeverria who was returning from a two-week tour of Europe. Some delegates said this would detract from the true purpose of the conference.

    President Echevarria received a tumultuous ticker tape welcome from a crowd estimated at half-a-million. He will open the Conference with Dr. Kissinger on Thursday.
