    A Police spokesman said on Friday (29 October) that the 3,240 peoples who have been arrested by the authorities since 6 October, were considered to be "dangerous to society". The previous day (Thursday) the Interior Minister, Mr. Samak Sundarajev, announced that five detention centres would be built to house the detainees.

    Background: Thailand's new military-backed Government has pledged to maintain good relations with all countries, including - by implication - its Communist neighbours.

    SYNOPSIS: The promise came in a statement outlining the Government's foreign and domestic policies which the Prime Minister, Mr. Thanin Kraivichien, presented to the 24-member ruling Advisory Council on Friday (29 October). Heavy security had been placed on the parliament building for the Council's meeting.

    The Prime Minister's statement said the Administration would promote relations with all countries which showed sincere goodwill towards Thailand on the basis of the principles of peaceful co-existence. This was taken to be a reference to Communist states, including Vietnam, Laos and Cambodia. Vietnam has been highly critical of the new Thai Government which was formed after the military seized power in an anti-Communist coup early in October. Since the coup, 3,420 people have been arrested.
