    TRANSCRIPT: SEQ. 3: Reporter: "Is not Israel in danger of paying into the hands of Arab extremists by adopting a policy of mass arrests on the west bank and making the so far relatively mild occupation seem in the eyes of the world oppressive ?"

    Eban: "Nonsense, absurb.... ..ridiculous.

    Reporter: "Is not this the impression which may be conveyed ?"

    Eban: "Here we have a policy which has supported peaceful co-existence between Israelis and hundreds of thousand of the Arab residents of the west bank, despite all the agitation and incitement from these terrorist organisations. And because, at the height of an international crisis for which this organisation is responsible, the security authorities tried to get at the root of the activity of these organisations, we're asked to forget the hundreds of thousands of visits and contacts to and fro across the west bank, and to imply that we should we go in for the kind of almost sustained and chronic negligence with which these societies endanger their freedom. Now what I think should be criticised is not any belated vigilance that might be shown amongst governments towards these organisations. What we should all criticise in ourselves and in each other is the laxity, the indulgence, the easy-going way in which not only in the Middle East, but in Europe, in Germany, in Britain and in Switzerland and in other places, these organised groups have grown up, taken the law into their hands, assumed a part of the sovereignty of European states, and have more or less dominated international civil aviation."

    Background: The Israeli Foreign Minister, Mr. Abba Eban, spoke to journalists about the problem of the hijackings and Israeli policy towards them in a press conference at the Beith Sholokov in Tel-Aviv. He insisted that Arabs arrested in Israel over the weekend were not hostages but were part of a security check against the organisations which carry out the hijackings.
