    PRESIDENT TUBMAN OF LIBERIA YESTERDAY (MONDAY) CALLED ON WEST AFRICAN HEADS OF STATE NOT TO LET PSYCHOLOGICAL AND POLITICAL DIFFERENCES PREVAIL OVER THEIR WILL FOR REGIONAL INTEGRATION. HE WAS SPEAKING AT THE OPENING OF A WEST AFRICAN SUMMIT CONFERENCE ON REGIONAL CO-OPERATION, IN MONROVIA, THE LIBERIAN CAPITAL.

    THE 14 NATION CONFERENCE IS TO DISCUSS THE POSSIBLE FORMATION OF A WEST AFRICAN ECONOMIC COMMUNITY. A SPECIAL COMMITTEE OF MINISTERS, MEETING IN MONROVIA LAST WEEK, HAD SUBMITTED PROPOSALS ON THE MEANS OF ESTABLISHING THE COMMUNITY. THE COMMITTEE SUBMITTED AMENDMENTS TO THE ARTICLES OF ASSOCIATION, PROPOSED IN ACCRA LAST YEAR.

    AS THE HEADS OF STATE GATHERED YESTERDAY TO BEGIN THEIR STUDY OF THE PROPOSALS, PRESIDENT TUBMAN URGED THEM TO "COMMIT THEIR NATIONS, AT THE HIGHEST LEVEL, TO THE PATH OF ECONOMIC CO-OPERATION."
