THEY ARE MEMBERS OF THE ACTION COMMITTEE FOR A UNITED STATES OF EUROPE, A PRESSURE-GROUP HEADED BY FRANCE'S M. JEAN MONNET.

    THOSE ATTENDING THE MEETING, IN THE CHARLEMAGNE BUILDING IN BRUSSELS, INCLUDE BRITISH FOREIGN MINISTER MICHAEL STEWART AND PARTY LEADERS FROM FRANCE, WEST GERMANY, ITALY, THE NETHERLANDS, BELGIUM AND LUXEMBOURG.

    BEFORE THE MEETING - THE FIRST SINCE GENERAL DE GAULLE LEFT THE POLITICAL STAGE - MR. STEWART SAID HE BELIEVED THE MEETING WOULD SHOW THAT NO INSURMOUNTABLE DIFFICULTIES STOOD IN THE WAY OF BRITISH MEMBERSHIP OF THE COMMON MARKET.

    THE MEETING OPENED WITH A DISCUSSION OF A REPORT BY THE FORMER FRENCH AGRICULTURE MINISTER, M. EDGAR PAISANI, IN WHICH HE SAID BRITAIN WOULD HAVE TO PAY MORE THAN HALF THE JOINT COMMON MARKET AGRICULTURAL EXPENDITURE IF SHE JOINED UNDER PRESENT RULES.
