    SATURDAY ( 1 NOVEMBER ) WAS NATIONAL DAY IN SOUTH VIETNAM, COMMEMORATING THE COUP SIX YEARS AGO WHEN PRESIDENT DIEM WAS OVERTHROWN AND ASSASSINATED. PRESIDENT NGUYEN VAN THIEU MARKED THE DAY WITH A VISIT TO THE VIETNAMESE NATIONAL CEMETERY, ACCOMPANIED BY VICE-PRESIDENT KY AND OTHER SAIGON LEADERS.

    ALSO AT THE CEMETERY WAS UNITED STATES AMBASSADOR ELLSWORTH BUNKER. THIS SOLEMN CEREMONY WAS ALMOST THE ONLY OFFICIAL CELEBRATION OF NATIONAL DAY, THE QUIETEST EVER.

    A DIPLOMATIC RECEPTION WAS HELD IN SAIGON, BUT ALL PUBLIC PARADES AND OTHER FESTIVITIES WERE BANNED IN LINE WITH PRESIDENT THIEU'S AUSTERITY MEASURES, ANNOUNCED RECENTLY.

    THE MEASURES WHICH INCLUDE A 100 PER CENT RISE IN PETROLEUM DUTY AND STIFF IMPORT DUTY INCREASES, HAVE CAUSED A STORM OF PROTEST, BUT PRESIDENT THIEU IS DETERMINED TO STICK BY THEM. IN A NATIONAL DAY SPEECH BROADCAST ON FRIDAY NIGHT, HE WARNED THE PEOPLE: "IF WHAT I AM DOING IS RIGHT AND IS NOT ACCEPTED BY YOU, THEN I WILL GO. SAYING THIS NATION MEANS MUCH MORE TO ME THAN BEING PRESIDENT".

    HE EXHORTED THE NATION TO THROW OFF FOREIGN AID AND BECOME SELF-SUFFICIENT. HE MADE NO MENTION OF THE SPEECH PRESIDENT NIXON IS SCHEDULED TO MAKE TODAY (MONDAY), BUT HIS SPEECH WAS IN LINE WITH CURRENT EFFORTS TO "VIETNAMISE" THE WAR IN FACE OF UNITED STATES TROOP WITHDRAWALS.
