    TOUMA: "The basic objective of the Congress will be to rebuff the attack of the Israeli ruling circles on the Arab minority, to fight against discrimination and naturally to contribute to the solution of the Palestinian problem. Our programme for the solution of the Palestinian problem is well known - it is an end of the Israeli occupation, it is the recognition of the right of the Palestinian people to self-determination, and to the establishment of their own state in the West Bank and Gaza Strip alongside Israel."

    Background: One hundred and fifty Israeli Arab leaders meeting in Shfar-Am, Northern Israel on Saturday (6 September) totally rejected the autonomy proposals for the West Bank and Gaza Strip. And in condemning the latest moves, they declared themselves, and the six hundred thousand Israeli-Arabs they represent, an "inseparable part of the Palestinian people".

    SYNOPSIS: The conference, supported by placard waving demonstrators, was the first attempt to bring together a united Israeli-Arab political grouping, to contest the next general elections in Israel. Until now, Israel's Arab population has not taken a united stand on Middle Eastern questions, nor on the Israeli-Arab conflict.

    The meeting was attended by Arab mayors, members of the Knesset (the Israeli Parliament) and other representatives of the Arab minority. The conference prepared a draft charter opposing Israeli settlements in the occupied territories, and condemned the tri-parties negotiations involving Israel, Egypt and the United States. Emil To???a of Rakan (the New Communists) spoke about their aims.
