    IN A PROTEST AGAINST THE CONTINUATION OF NUCLEAR TESTS BY THE SOVIET UNION, A DELEGATION OF THE JAPANESE SOCIALIST PARTY CALLED AT THE SOVIET EMBASSY TO DELIVER A PROTEST OCT 26. LATER THAT SAME EVENING, THE SOVIET CHARGE D'AFFAIRES WAS CALLED TO THE JAPANESE FOREIGN MINISTRY TO RECEIVE A NOTE OF PROTEST.

    EIGHTEEN SOCIALIST PARTY MEMBERS OF THE JAPANESE DIET(PARLIAMENT) DROVE UP TO THE SOVIET EMBASSY IN A BUS TO DELIVER THEIR PROTEST.

    THE SOVIET CHARGE D'AFFAIRES, SERGEI SUZDALEV, WAS SUMMONED BY MR. ZENTARO KOSAKA, THE JAPANESE FOREIGN MINISTER, TO RECEIVE AN OFFICIAL PROTEST NOTE FOR TRANSMISSION TO THE SOVIET GOVERNMENT. THE NOTE ACCUSED THE SOVIET UNION OF ATTEMPTING TO ACHIEVE DIPLOMATIC GOALS BY THE USE OF FORCE AND TERROR.

    BECAUSE OF ATMOSPHERIC CONDITIONS, IT IS FEARED THAT RADIOACTIVE CLOUDS CAUSED BY THE SOVIET TESTS AT NOVAYA ZEMLYA WILL BE BLOWN OVER JAPAN. THE CABINET AND SCIENTIFIC BODIES ARE DEVISING WAYS OF MINIMIZING FALL-OUT HAZARDS, AND THEY HAVE ADVISED THE PUBLIC TO WASH VEGETABLES THOROUGHLY BEFORE COOKING, AND NOT TO USE RAINWATER FOR DRINKING OR COOKING WITHOUT FIRST STRAINING IT THROUGH A CHARCOAL FILTER.
