    TRANSCRIPT: SMITH: "WELL AT THE MOMENT THE CONSTITUTION IS A ACCOMPLI, THE AND THERE IS NOTHING I CAN DO TO CHANGE THIS. IN THE FUTURE ANY CHANGE, ANY AMENDMENT IN THE CONSTITUTION LIES IN THE HANDS OF PARLIAMENT. AND IF AT SOME TIME IN THE FUTURE PARLIAMENT FOR SOME REASON OR OTHER BELIEVES THEY WISH TO CHANGE THE CONSTITUTION, THEN THIS IS OVER TO THEM. BUT WE HAVE CERTAINLY GOT BEYOND THE NEGOTIATING STAGE THAT WE HAVE BEEN GOING THROUGH FORA NUMBER OF YEARS NOW WHERE WE WERE TRYING TO STRIKE A BARGAIN WITH BRITAIN BEFORE FINALIZING THE CONSTITUTION. THOSE DAYS ARE PAST. PARLIAMENT AND ONLY PARLIAMENT HENCEFORTH CAN MAKE ANY AMENDMENT TO THE PRESENT CONSTITUTION."



    INTERVIEWER: "DOES THIS MEAN THAT YOU'RE NOT PREPARED TO TALK ABOUT A NEGOTIATED SETTLEMENT WITH BRITAIN FROM NOW ON ?"



    SMITH: "I'M ALWAYS PREPARED TO TALK WITH ANYONE ABOUT ANYTHING I THINK WOULD BE IN THE INTERESTS OF RHODESIA..... ANYTHING AT ALL. WE HAVE OUR PRESENT CONSTITUTION AND ONE HAS TO FACE UP TO THE FACTS OF LIFE. I REPEAT, THAT ANY SUGGESTION THAT WE MAY NOW TAMPER WITH OR MONKEY AROUND WITH THE CONSTITUTION AND MAKE CHANGES TO MEET ANYBODY IN THE WORLD, IS OUT."



    INTERVIEWER: "ARE YOU ABLE TO GIVE US ANY IDEA OF THE TIMETABLE OF THE NEXT YEAR AS FAR AS THE GENERAL ELECTION IS CONCERNED ?"



    SMITH: "YES I'M ONLY GUESSING, BUT MY GUESS IS PRETTY CONSTANT WITH WHAT I'VE SAID FOR SOME TIME NOW THAT I ANTICIPATED THE ELECTION TO TAKE PLACE IN APRIL".

    AT A NEWS CONFERENCE IN SALISBURY ON WEDNESDAY (3 DEC) MR SMITH SAID THE FIRST GENERAL ELECTION UNDER RHODESIA'S NEW REPUBLICAN CONSTITUTION WOULD BE IN APRIL. HE STRESSED THAT ONLY THE RHODESIAN PARLIAMENT WAS NOW ABLE TO CHANGE THE CONSTITUTION.
