    RECENTLY THE BEGGARS ALSO BEGAN DRIFTING INTO THE CENTRAL BUSINESS DISTRICT - AT ONE TIME AN AREA STRICTLY DENIED TO THEM.

    THE HONG KONG BEGGARS FALL INTO EASILY RECOGNISABLE CATEGORIES - THE BLIND AND CRIPPLED; THE OLD PEOPLE; CHILDREN AND THE SLIGHTLY MORE RESPECTABLE SELLERS OF MATCHES, CHEWING GUM AND OTHER COMMODITIES.

    ALTHOUGH MANY OF THESE BEGGARS MAKE A REASONABLE LIVING, THERE IS NO REASON FOR THEM TO DESCEND TO BEGGING. THE SOCIAL WELFARE DEPARTMENT CAN ARRANGE RATIONS AND BEDDING FOR THEM AND THERE ARE CHARITABLE HOMES FOR THE AGED AND INFIRM. A SPECIAL WORKSHOP FOR THE BLIND PROVIDES THE AFFLICTED WITH WORK AND WAGES.
