    IN HIS OPENING SPEECH TO THE NEWLY-ELECTED 123 REPRESENTATIVES, PRESIDENT DIEM SAID THAT SOUTH VIETNAM'S BUDDHIST PROBLEM HAD ALREADY BEEN SOLVED AND EXPRESSED REGRET THAT THE SUBJECT SHOULD BE DEBATED BY THE UNITED NATIONS.HE ACCUSED THE VIETCONG, FACING "INESCAPABLE DEFEAT" OF CREATING THE "BUDDHIST AFFAIR" IN A LAST ATTEMPT TO ACHIEVE VICTORY.

    SPEAKING ON FINANCE THE PRESIDENT PREDICTED A DEFICIT IN NEXT YEAR'S BUDGET OF 9,500 MILLION PIASTERS - OVER FOUR TIMES AS GREAT AS THAT OF 1963.IT IS THOUGHT THAT HE WAS POSSIBLY TRYING TO WARN THE COUNTRY THAT A TIME OF INFLATION IS LYING AHEAD.
