    GENERAL FRANCISCO FRANCO, SPAIN'S CHIEF OF STATE, YESTERDAY (FRIDAY) ADDRESSED THE OPENING SESSION OF THE COUNTRY'S NEWLY ELECTED CORTES (PARLIAMENT). IN HIS INAUGURAL ADDRESS GENERAL FRANCO REFERRED TO SPAIN'S DISPUTE WITH BRITAIN OVER GIBRALTAR. "GIBRALTAR IS SPANISH", HE SAID, "AND IT IS THE TASK OF EVERY RULER AND EVERY CITIZEN OF THIS COUNTRY TO PROCURE ITS RESTITUTION TO THE FATHERLAND".

    A GUARD OF HONOUR ASSEMBLED OUTSIDE THE CORTES BUILDING BEFORE GENERAL FRANCO'S ARRIVAL.

    MEMBERS OF THE CABINET -- INCLUDING FOREIGN MINISTER CASTIELLA -- WERE ON THE STEPS OF THE BUILDING TO GREET GENERAL FRANCO, WHO WAS FLANKED EN ROUTE BY AN ESCORT OF HORSE GUARDS.

    LATER THE SPANISH HEAD OF STATE TOLD THE 564-MAN ASSEMBLY THAT COMMUNISM WAS TRYING TO DISTURB SPAIN'S PEACE AND INTERNAL DEVELOPMENT. HE ADDED: "THE BEST PROOF THAT OUR MISSION IS FRUITFUL IS THE PERMANENT ACTION DEVELOPED BY COMMUNISM TO DISTURB OUR INTERNAL PEACE AND NORMAL DEVELOPMENT".
