MEANWHILE, AT THE UNITED NATIONS, BOLIVIA AND URUGUAY HAVE JOINTLY SPONSORED A RESOLUTION CALLING FOR STIFFER SANCTIONS ON THE REBEL GOVERNMENT IN RHODESIA - INCLUDING AN EMBARGO ON OIL.

    SIR HUMPHREY GIBBS IS RECOGNISED BY BRITAIN AND MOST OTHER COUNTRIES AS BEING THE ONLY LEGAL AUTHORITY IN RHODESIA SINCE THAT COUNTRY DECLARED INDEPENDENCE UNILATERALLY. THE REBEL GOVERNMENT OF MR IAN SMITH DOES NOT RECOGNISE HIM AS SUCH, AND HAS APPOINTED A SUCCESSOR IN THE PERSON OF MR CLIFFORD DUPONT. SIR HUMPHREY HAS RECEIVED NUMEROUS PLAUDITS FROM BRITAIN FOR HIS EXPRESSED DETERMINATION TO STAY ON IN GOVERNMENT HOUSE. QUEEN ELIZABETH HAS APPOINTED HIM A KNIGHT COMMANDER OF THE ROYAL VICTORIAN ORDER. ON FRIDAY HE EXPRESSED HIS THANKS TO THE QUEEN FOR THE HONOUR.

    MR IAN SMITH REVEALED ON FRIDAY THAT SIR HUMPHREY AND LADY GIBBS HAD RECEIVED THREATENING LETTERS. MR SMITH WARNED RHODESIANS HAT HIS GOVERNMENT WOULD TAKE ACTION AGAINST ANYONE WHO DID THIS, AND TOLD THEM THAT HE WAS PLACING A POLICE GUARD ON GOVERNMENT HOUSE TO PROTECT SIR HUMPHREY AND HIS WIFE.

    RHODESIA HAS BEEN UNDER DISCUSSION AT THE UNITED NATIONS. ON FRIDAY URUGUAY AND BOLIVIA TABLED A RESOLUTION CALLING FOR STIFFER SANCTIONS AGAINST MR SMITH'S GOVERNMENT - PARTICULARLY IN THE FORM OF A TOTAL OIL EMBARGO. FOR RHODESIA THIS COULD SPELL TROUBLE. AMONG AFRICAN NATIONS, RHODESIA HAS A VERY HIGH RATIO OF ROAD VEHICLES DEPENDING COMPLETELY ON IMPORTED SUPPLIES OF FUEL. RHODESIA'S OIL COMES BY PIPELINE FROM THE PORT OF BEIRA IN PORTUGUESE MOZAMBIQUE. SHE IMPORTS 400,000 TONS OF OIL ANNUALLY.THE OIL IS REFINED AT A NEW REFINERY NEAR UMTALI, WHICH DID NOT BEGIN FULL OPERATION UNTIL LAST YEAR AND WAS BUILT BY AN INTERNATIONAL CONSORTIUM OF OIL COMPANIES AT A COST OF GBP10 MILLION STERLING. FROM THERE IT IS CARRIED - MOSTLY BY RAIL - TO ALL POINTS IN RHODESIA. A TOTAL OIL EMBARGO COULD MEAN THAT THE INTERNATIONAL COMPANIES OPERATING THE REFINERY WOULD BE ASKED BY THEIR RESPECTIVE GOVERNMENTS TO CLOSE IT DOWN. PORTUGAL HAS NOT YET ANNOUNCED WHETHER SHE WOULD CLOSE THE PIPELINE FROM BEIRA TO UMTALI: IF SHE WERE NOT TO DO SO, THEN THE RHODESIAN GOVERNMENT COULD PROBABLY OPERATE THE REFINERY THEMSELVES. THEREFORE, AN OIL EMBARGO WOULD HAVE TO CONCENTRATE ON STOPPING SUPPLIES OF RHODESIAN OIL ENTERING THE PORT OF BEIRA.

    IF THE UNITED NATIONS RESOLUTION IS CARRIED - AND THERE IS EVERY INDICATION IT WILL BE - RHODESIA MAY FIND HERSELF FACING A VERY SERIOUS ECONOMIC CRISIS.
