AIM OF THE MEASURES AGAINST THE "GRENZGANGER" (BORDER-CROSSERS) IS TO INDUCE EAST BERLINERS TO TAKE UP WORK IN THEIR HOME AREAS.

    WEST BERLIN OFFICIALS PREDICT THAT AS MANY AS 20,000 EAST BERLINERS MIGHT FLEE TO WEST BERLIN IN A SINGLE DAY IF THE COMMUNIST CRACKDOWN IS INTENSIFIED. TENTATIVE PREPARATIONS ARE BEING MADE FOR THIS EVENTUALITY. THEY INCLUDE PLANS TO CALL ON TWO MILLION WEST BERLINERS TO PROVIDE EMERGENCY LODGINGS.
