    TRANSCRIPT: (SEQ. 3) SIERRA LEONE: "I wish to inform members of council that neither of the two states mentioned, that is India and Pakistan, the letters of request for this meeting, has so far asked to participate in the discussion. Member of the council are aware that any member of the United Nations which is not a member of the Security Council may participate without vote."



    (SEQ. 5): INDIAN DELEGATE: "My delegation, we are most grateful to you and to the council for the invitation. We find it difficult to give our comments and even to know how far we can speak on behalf of Bangla Desh, because we can not. But we can only guess that they have for their views. Therefore for realistic assessment of the situation and for getting to the root of the problem it is essential in our opinion to listen to the voice of Bangla Desh. Thank You."



    (SEQ. 6): PAKISTAN DELEGATE: "What is this entity on behalf of which the distinguished representative of India has circulated a document and now demands that it be seated at thiS council table and be given a hearing? It is a group of men contrived, organised and established by India. A country which has carried out subversion, aided secession and rebellion against Pakistan and has engaged in aggression with Pakistan and is now at war with Pakistan. And this group of men have their seat in Calcutta."

    Background: The Indian and the Pakistani delegates to the United Nations spoke during a session of the Security Council on the India-Pakistan war yesterday (4 December), India calling for the participation of Bangla Desh and Pakistan questioning the existence of such a body.

    The session was called by nine nations, including the United States and Britain, to discuss the war. United States Secretary of State William Rogers, announcing that the special session had been called for, said he hoped the council could bring about a ceasefire.
