    Background: PRESIDENT TSHOMBE OF THE BREAKAWAY CONGO PROVINCE OF KATANGA RETURNED TO ELIZABETHVILLE ON NOV 6. HE HAD BEEN IN EUROPE FOR NINE DAYS, AND SAW DOCTORS IN GENEVA. HE APPEARED WELL AFTER ARRIVING IN THE FIRST JETLINER TO LAND IN KATANGA SINCE THE SEPTEMBER FIGHTING. ONLY A HANDFUL OF MINISTERS MET HIM, BUT HUNDREDS OF UNITED NATIONS TROOPS STOOD AROUND THE TARMAC.

    THE FOLLOWING DAY, PRESIDENT TSHOMBE ACCUSED THE UN OF HELPING IN THE RECENT ATTACK ON KATANGA BY THE CENTRAL CONGOLESE ARMY OF MAJOR-GENERAL MOBUTU. THE CENTRAL ARMY MUTINIED AND FAILED IN THEIR ATTEMPT TO TAKE CONTROL OF KATANGA; AND A NUMBER OF EUROPEAN WOMEN WERE RAPED.

    HE SAID PRISONERS SEIZED BY THE KATANGESE HAD DISCLOSED THAT A GROUP OF UN NIGERIAN TROOPS HAD ARRIVED IN ALENDA, IN SOUTH KASAI, TO HELP WITH CENTRAL CONGOLESE GOVERNMENT RADIO TRANSMISSION. THE UN WAS FORTIFYING ELIZABETHVILLE AIRPORT AND ITS HEADQUARTERS ON THE EDGE OF THE CITY; AND WAS ACTING LIKE A "CONQUEROR" IN ALBERTVILLE, PREVENTING KATANGA TROOPS FROM OCCUPYING THEIR OLD POSITIONS.

    NOV 7, THE CENTRAL GOVERNMENT SENT A COMMISSION TO LULUABOURG, CAPITAL OF KASAI PROVINCE , TO INQUIRE INTO REPORTS OF BRUTAL BEHAVIOUR BY CENTRAL CONGOLESE TROOPS THERE. THE TROOPS WERE REPORTED "DESPONDENT" THERE AFTER FAILING TO INVADE KATANGA.
