    NORWAY COULD FIND ITSELF NEXT WEEK WITH ITS FIRST NON-SOCIALIST GOVERNMENT SINCE 1936. A GENERAL ELECTION TAKES PLACE ON SUNDAY AND MONDAY, AND PUBLIC OPINION POLLS HAVE SHOWN A SLIGHT DRIFT AWAY FROM THE PRESENT SOCIALIST GOVERNMENT, WHICH HAS A PARLIAMENTARY MAJORITY OF ONLY TWO. MEANWHILE, CAMPAIGNING IS REACHING ITS CLIMAX.

    TWO MILLION PEOPLE WILL VOTE FOR A NEW STORTING (PARLIAMENT). AT THE MOMENT, THE LABOUR PARTY, HOLDING 74 OF THE 150 SEATS, RULES IN COALITION WITH THE TWO SEATS OF THE SOCIALIST PEOPLE'S PARTY. THEY JOINED FORCES AFTER THE 1961 ELECTION. THE FOUR NON-SOCIALIST OPPOSITION PARTIES HAVE AGREED TO FORM A RIGHT-WING COALITION IF THEY GET A MAJORITY IN THE ELECTION.

    THE NORWEGIAN PRIME MINISTER, MR EINAR GERHARDSEN, WHO LEADS THE BATTLE TO KEEP HIS SOCIALISTS IN POWER, CALLS THE OPPOSITION CAMPAIGN "THE BOURGEOIS ASSAULT", AND SAYS A NON-SOCIALIST GOVERNMENT COULD NOT WORK EFFICIENTLY.

    ON FOREIGN POLICY, BOTH LABOUR AND THE RIGHT-WING HAVE MUCH THE SAME VIEWS, INCLUDING SUPPORT OF NORWAY'S NATION MEMBERSHIP. AND ON DOMESTIC ISSUES, THE TWO FACTIONS ARE ALSO IN FAVOUR OF THE COUNTRY'S WELFARE STATE, THOUGH THERE ARE SOME DIFFERENCES OF OPINION AS TO HOW ITS GOALS SHOULD BE ATTAINED.
