    Background: The Children naval training ship the "Esmeralda" arrived in the post of Haifa, Israel, on Tuesday (21 June) -- despite the fact that last week the Israeli authorities cancelled plans for the vessel's official visit.

    The two former Chileans said that the torture considered of ice-cold showers, beating and in some cases electric shocks. The official Israeli announcement concerning the "Esmeralda's" visit said these allegations were apparently true, and they had thus decided to cancel the official visit.

    SYNOPSIS: The government's decision, taken after consultations between former Defence and Foreign Ministers Shimon Peres and Yigal Allon, followed public protests against the visit on the grounds that the Esmeralda was once used as a political prison where torture had taken place.

    On docking in Haifa the ship's captain denied in an interview that the Esmeralda had been used as a torture chamber. He also said that there was "no place" for him and his crew in Israel. The wooden-hulled ship is on a Mediterranean tour and was able to take on supplies and fuel in Haifa.

    Two former Chilean citizens told a news conference last week that they were detained on the ship in September, 1973, after the downfall of Chilean Marxist President Salvador Allende. They said that 1,000 naked men and women were tortured on board the "Esmeralda".
