Background: Togo's Head of State General Gnassingbe Eyadema, currently in France for a ten-day private visit, has expressed optimism on the future of the Organisation of African Unity (OAU), now going through the worst crisis in its 20-year-old history. General Eyadema was answering questions from journalists in Paris after his September 10 meeting with President Francois Mitterrand. The two presidents were said to have discussed bilateral co-operation between their two countries. Togo needs foreign investments to help finance the last stages of its fourth Economic and social Plan, due to be completed in 1985. The OAU, whose aim is to promote political and economic autonomy in the African world, has been torn by internal dissensions since the admission last February of the Saharan Arab Democratic Republic (SADR). The new Republic was proclaimed by Polisario guerrillas fighting Morocco for control of the Western Sahara. Morocco's allies hope a freeze on the new republic's admission will secure future co-operation between the organisation's 51-member states.
