    Background: Jose Maria Velasco Ibarra arrived in Buenos Aires on Friday (16 February) for the fourth time as the deposed President of Ecuador, calling the military men who ousted him this time "power-hungry and lack-lustre."
    The bloodless coup against Dr. Velasco was led by Brigadier-General Guillermo Rodriguez Lara, who has now been named President. Dr. Velasco said of him at an airport press conference, "I never trusted him. I was aware of the coup he was plotting the same day it occurred, but by then there was nothing I could do to stop him."
