    THOUSANDS OF CHEERING WOMEN GATHERED IN THE GROUNDS OF THE SHAH'S MARBLE PALACE ON WEDNESDAY (FEB 27) AFTER HE HAD SAID WOMEN BE ALLOWED TO TAKE PART IN PARLIAMENTARY ELECTIONS FOR THE FIRST TIME.THE WOMEN, CARRYING BANNERS AND PLAYCARDS, SHOUTED "LONG LIVE OUR BELOVED SHAH".

    EARLIER, AT AN ECONOMIC CONFERENCE IN TEHERAN, THE SHAH SAID THAT THE "SOCIAL DISGRACE" WHICH BRACKETED WOMEN WITH CRIMINALS AND THE INSANE -- WHO DO NOT HAVE ELECTORAL RIGHTS -- WOULD BE REMOVED.

    IN A JANUARY REFERENDUM, WHEN THE PERSIAN PEOPLE VOTED OVERWHELMINGLY IN FAVOUR OF THE SHAH'S SOCIAL REFORM PLANS, WOMEN VOTED FOR THE FIRST TIME, BUT THEIR VOTES WERE NOT OFFICIALLY COUNTED IN THE RETURNS.

    THE SHAH'S REFORMS INCLUDE THE RE-DISTRIBUTION AMONG PEASANTS OF VAST PRIVATE ESTATES, COMPULSORY EDUCATION, FACTORY PROFIT-SHARING, FOREST NATIONALISATION, SALE OF GOVERNMENT-OWNED FACTORIES TO PRIVATE FIRMS, AND NEW ELECTORAL LAWS TO ABOLISH CORRUPT PRACTICES.
