IT WAS THE FIRST MEETING OF DELEGATES SINCE THE PARTY WON THE ELECTIONS EARLIER THIS YEAR - WITH INDEPENDENCE SCHEDULED FOR OCTOBER 9TH IT WAS AN OCCASION FOR SERIOUS DISCUSSION ON UGANDA'S FUTURE.

    MR. MILTON OBOTE, THE PRIME MINISTER, WHO RECEIVED A TUMULTUOUS WELCOME WHEN HE ARRIVED, CALLED ON THE PEOPLE TO RALLY IN A MASSIVE REVOLT AGAINST POVERTY AND, IN ACTIVITIES, TO LESSEN DISEASE AND WIPE OUT ILLITERACY.

    REFERRING TO FOREIGN POLICY, MR. OBOTE SAID THAT ISOLATION WAS A NEGATIVE POLICY THAT WAS BOUND TO FAIL. "WE SHOULD NOT FEAR TO CONSOLIDATE OUR RELATIONS WITH OUR NEIGHBOURS AND TO BE IN A POSITION TO BE ACTIVELY CONCERNED WITH THE BRUTAL AND UNDIGNIFIED TREATMENT OF PEOPLE IN CERTAIN PARTS OF AFRICA", HE SAID.

    THE UPC CONVENTION ENDED AUG 6 WITH THE UNOPPOSED RE-ELECTION OF MR. OBOTE AS PRESIDENT-GENERAL AND MR. KAKONGE AS SECRETARY-GENERAL.
