    RHODESIA'S CABINET IS MEETING TODAY (MONDAY) TO CONSIDER BRITAIN'S LATEST MOVE IN THE INDEPENDENCE CRISIS. LAST NIGHT, MR. HAROLD WILSON, BRITAIN'S PRIME MINISTER, PROPOSED THAT HE AND MR. IAN SMITH MEET AGAIN ON MALTA; AND, THAT RHODESIA'S CHIEF JUSTICE, SIR HUGH BEADLE, SHOULD VISIT LONDON FOR DISCUSSIONS ON THE PROPOSED ROYAL COMMISSION.

    THE TALKS BETWEEN SIR HUGH BEADLE AND BRITISH OFFICIALS WOULD SERVE AS A PRELUDE TO THE MALTA TALKS. THEY WOULD ALSO OFFER AN OPPORTUNITY ON DECIDING HOW THE ROYAL COMMISSION WOULD OPERATE UNDER THE STATE OF EMERGENCY DECLARED IN RHODESIA LAST WEEK.

    SIR HUGH, WHO WAS NAMED AS CHAIRMAN OF THE COMMISSION, HAS BEEN RHODESIA'S CHIEF JUSTICE SINCE 1961. BORN IN RHODESIA HE WAS EDUCATED IN SALISBURY AND LATER ATTENDED UNIVERSITIES IN SOUTH AFRICA AND ENGLAND. HE WORKED AS AN ADVOCATE AND ENTERED POLITICS AS A MEMBER OF PARLIAMENT FOR HIS HOME TOWN, BULAWAYO IN 1939. HE HELD THE SEAT UNTIL 1950. FROM 1946 TO 1950 HE WAS MINISTER OF JUSTICE. IN THAT YEAR HE WAS NAMED A JUDGE ON THE HIGH COURT BENCH.

    IN A LETTER TO MR. WILSON LAST SATURDAY, THE RHODESIAN PRIME MINISTER REJECTED BRITAIN'S TERMS FOR THE ROYAL COMMISSION. HOWEVER, MR. WILSON'S LATEST MOVES ARE SEEN AS LEAVING THE WAY OPEN FOR DISCUSSING WAYS OF PREVENTING AN ILLEGAL SEIZURE OF INDEPENDENCE.
