    THE ISRAEL-SYRIA ARMISTICE COMMISSION WAS SCHEDULED TO MEET TODAY (WEDNESDAY) FOR THE FIRST TIME IN SEVEN YEARS. THE COMMISSION HAS NOT FUNCTIONED ON A REGULAR BASIS SINCE 1951. TODAY'S MEETING WAS SUGGESTED BY UNITED NATIONS SECRETARY GENERAL U THANT 10 DAYS AGO FOLLOWING A SERIES OF BORDER CLASHES EARLIER IN THE MONTH. THE COMMISSION WILL BE DISCUSSING THE PROBLEMS OF LAND CULTIVATION IN THE DEMILITARISED ZONE OF THEIR SHARED BORDER. OUR FILM SHOWS THE EXTENT OF THE VIGIL WHICH ISRAEL IS KEEPING ALONG HER BORDERS WITH SYRIA AND LEBANON.

    TODAY'S MEETING OF THE COMMISSION IS AT BANAT YA ACOV BRIDGE, IN THE CENTRE OF THE DEMILITARISED ZONE, NORTH OF LAKE TIBERIAS. LIEUTENANT GENERAL ODD BULL, CHIEF OF STAFF OF THE U.N. TRUCE SUPERVISION ORGANISATION, WILL PRESIDE OVER THE FIRST SESSION, AND SUBSEQUENT MEETINGS WILL BE HELD ON ALTERNATE SIDES OF THE BORDER.

    ISRAEL IS MAINTAINING A FLEET OF FAST POLICE PATROL BOATS ON LAKE TIBERIAS TO DEFEND HER FISHING VESSELS. THE VAST INLAND SEA BELONGS TERRITORIALLY TO ISRAEL, BUT THERE HAVE BEEN INCIDENTS WHEN FISHING BOATS WERE FIRED UPON FROM THE SYRIAN SHORE.

    MANY OF THE VIOLATIONS ALLEGED BY ISRAEL HAVE FEATURED MINES, AND THERE IS A CONSTANT PATROL ALONG ROADS ON HER BORDERS BY ARMOURED VEHICLES WITH SPECIAL MINE-DETECTING UNITS PROBING AHEAD. U THANT'S APPEAL AT THE UNITED NATIONS URGED BOTH COUNTRIES TO RESTRAIN THEIR MILITARY FORCES FROM ANY ACTION THAT MIGHT RESULT IN AN ARMED CLASH. THE ATMOSPHERE AT THAT TIME WAS ONE OF ALMOST CONSTANT ACCUSATIONS OF ALLEGED BORDER VIOLATIONS, AND BOTH COUNTRIES WERE IN AN INCREASING STATE OF ARMED PREPAREDNESS.

    TENSION ALONG ISRAEL'S BORDERS WAS RUNNING HIGH, AND THE ARMISTICE COMMISSION TALKS COULD BRING A WELCOME RELAXATION, NOT ONLY TO THE TROOPS BUT ALSO TO THE FARMERS AND CIVILIANS WHO LIVE IN THE BORDER AREAS.

    ISRAELI FORCES ARE ENTRENCHED IN WELL-EQUIPPED AND FORTIFIED POSITIONS, CONSTANTLY ALERT. SYRIAN POSITIONS CAN BE OBSERVED THROUGH FIELD-GLASSES.

    UNTIL RECENTLY THE BORDER WITH LEBANON HAD BEEN RELATIVELY QUIET. BUT INCIDENTS IN THE PAST FEW DAYS, INCLUDING THE MINING OF A ROAD, HAVE RESULTED IN INCREASED PATROLS. ISRAEL CLAIMS THAT THE INCIDENTS RESULTED FROM SYRIAN INITIATIVE.

    UNITED NATIONS TROOPS ARE ALSO IN EVIDENCE ALONG THE BORDERS AS CARETAKERS OF THE UNEASY PEACE.
