    On Wednesday (25 October) Mr. Teng said that China is waiting for the United States to respond to its three pre-conditions for the normalisation of relations. The main one concerns Taiwan. China insists that the United States break off diplomatic relations with Taiwan, cancel the U.S.-Taiwan mutual defence pact and withdraw United States forces from the island.

    Background: On the second day of his visit to Japan, China's Senior Vice-Premier Teng Hsiao-Ping visited the former Japanese Prime Minister, Mr. Kakuei Tanaka was former Foreign Minister, Mr. Masayoshi Ohira. Mr. Tanaka was Prime Minister and Mr. Ohira Foreign Minister in 1972 when relations between China and Japan were normalised. Mr. Tanaka is currently standing trial for corruption.

    SYNOPSIS: Mr. Teng visited Mr. Tanka at his home in Tokyo to show his gratitude for Mr. Tanaka's efforts to restore diplomatic relations between the two countries. Mr. Tanaka was forced to resign in 1974 after a controversy about his personal finances. He is charged with receiving bribes from the Lockheed Aircraft company. Mr. Teng's visit is said to show that Mr. Tanaka is still an influential man in Japanese politics.

    The meeting between the two men was cordial and Mr. Teng invited Mr. Tanaka to visit China. Mr Tanaka commands the second largest faction in the ruling Liberal Democratic Party, one only slightly smaller than the currently Prime Minister, mr. Takeo Fukuda. He is said to have an important influence in the coming party leadership elections.

    The two men toasted each other with high grade sake from Mr. Tanaka's northern Japan constituency before the Chinese leader and his entourage left.

    During Mr. Tong's meeting with Mr. Ohira at the Okura Hotel the latest moves towards greater co-operation between the two countries were discussed. Mr. Ohira signed a trade agreement during his 1974 visit to Peking and also had an audience with Chairman Mao Tse-tung.
