    Brigadier Joseph Garba, the Nigerian Commissioner for External Affairs gave a conference while in London on Tuesday (30 May) on his way back to Lagos from New York where he had been attending disarmament talks.

    SYNOPSIS: Brigadier Garba met the press at the Nigerian High Commissioner's Residence. The Brigadier was asked what chance there might be of an African High Command, to act in a trouble-shooting role, being set up.

    How we can do it in this day and age. Every country ought to be able to defend its integrity. And if they can not, like in the case of Shaba as in the case of one or two other areas they have the right to exercise their independence by inviting anyone else to help them.

    The Brigadier was then asked his opinion on the involvement of Cubans in the African continent, in particular about their presence in Angola.
