    A LOCAL ELECTION IN WEST GERMANY THAT COULD HAVE PLAYED A VITAL ROLE IN SOLVING DR. ADENAUER'S CABINET CRISIS... INSTEAD, THE RESULTS IN THE BAVARIAN STATE ELECTIONS YESTERDAY (SUNDAY) HAVE MADE HIS TASK MORE DIFFICULT. FOR THIS IS HOW POLITICAL OBSERVERS INTERPRET THE SUCCESS OF THE CHRISTIAN SOCIAL PARTY IN WHAT WAS NOMINALLY A LOCAL ELECTION, BUT WHICH HAD BECOME A TEST OF CONFIDENCE IN THE DEFENCE MINISTER, HERR FRANZ-JOSEF STRAUSS.

    MORE THAN 1,200 CANDIDATES FROM 10 PARTIES COMPETED FOR 24 SEATS. BUT FOR MOST OF THE ELECTORS THE ADMISSIONS AND DENIALS OF HERR STRAUSS OVER "DER SPIEGEL" (THE MAGAZINE ACCUSED OF LEAKING DEFENCE SECRETS) WAS THE MAIN ISSUE. HERR STRAUSS' C.S.U., CAMPAIGNING ON A "VOTE FOR STRAUSS" TICKET, WON 47.5 PER CENT OF THE VOTES COMPARED WITH 45.6 PER CENT AT THE LAST ELECTIONS IN 1958.

    THE MAIN OPPOSITION, THE SOCIAL DEMOCRATS, WHO STARTED THE FEDERAL COALITION CRISIS BY DEMANDING THE SACKING OF HERR STRAUSS OVER THE "DER SPIEGEL" CASE, INCREASED THEIR VOTE SLIGHTLY FROM 5.6 PER CENT TO 5.9 PER CENT.

    THEIR POOR SHOWING, ACCORDING TO SOME OBSERVERS, PRESENTS DR. ADENAUER WITH UNEXPECTED COMPLICATIONS. HE WILL NO LONGER BE UNDER FREE DEMOCRAT PRESSURE TO DROP HERR STRAUSS, FOR THEIR POSITION IN COMING COALITION NEGOTIATIONS HAS BEEN WEAKENED.
