Background: TRIPOLI, BEIRUT & KHALDE, LEBANON

In Lebanon, heavy fighting broke out again on New Year's Day between rival factions of Moslems in the northern port of Tripoli. At least five people were reported killed, and another 12 wounded. Beirut Radio gave reports of what it called indiscriminate shelling. Members of the pro-Syrian Arab Democratic Party and the anti-Syrian Popular Resistance have been fighting on and off in Tripoli for several months. The city is under the overall control of Syrian forces. Also on January 1, in Beirut, a women's march to the Martyr's cemetery in the south of the capital was interrupted by Lebanese Army soldiers who sang songs in support of the Palestine Liberation Organisation (PLO), whose forces were evacuated from the city late last year. Troops checked identity papers before allowing the women to march on to the Shatila refugee camp -- scene of one of the two infamous massacres -- where they laid a wreath of remembrance. Meanwhile, delegates from Israel, Lebanon and the United States met for a third time on January 3 in Khalde, eight kilometres (six miles) south of Beirut. They failed once more to reach agreement on an agenda for talks aimed at arranging the withdrawal of Israel's invasion force from Lebanon. After some six hours of meetings and consultations, a joint statement said the delegates would try at their next meeting to reach agreement on an agenda. The next meeting would be at the northern Israeli town of Kiryat Shmona on January 6.
