  • Description

PARIS STARTED GOING BACK TO WORK TODAY - BUT IN FITS AND STARTS. PRIME MINISTER GEORGES POMPIDOU'S CALL FOR A "MASSIVE AND RAPID" RETURN TO WORK AFTER THE WEEKEND HOLIDAY DID NOT RECEIVE THE RESPONSE THE GOVERNMENT HAD HOPED FOR. MANY PUBLIC AND PRIVATE SECTORS REMAINED CRIPPLED AS TRADE UNIONS AND MANAGEMENT STILL NEGOTIATED OR SOUGHT WORKERS' REACTIONS TO SETTLEMENT PROPOSALS.

A FEW OF THE TRADITIONALLY TOUGH-MINDED INDUSTRIES - PARTICULARLY MOTOR AND AVIATION WORKS - STIFFENED THEIR RESISTANCE TO ANY COMPROMISE ON DEMANDS. THE STRAIN ON THE ECONOMY WAS BROUGHT HOME TODAY BY A FINANCE MINISTRY ANNOUNCEMENT THAT FRANCE WOULD DRAW 745 MILLION DOLLARS (310 MILLION STERLING) FROM THE INTERNATIONAL MONETARY FUND.

IN PARIS THERE WERE HUGE TRAFFIC JAMS. PETROL WAS FREELY AVAILABLE BUT THERE WAS STILL NO PUBLIC TRANSPORT. MOTORISTS WERE POURING INTO THE CAPITAL TO SEE WHETHER THEY SHOULD START WORK AGAIN OR REMAIN ON STRIKE.

THE STATE-OWNED RENAULT MOTOR WORKS IN SUBURBAN PARIS TODAY ONCE AGAIN TOOK THE LEAD IN MAINTAINING A HARD LINE AGAINST THE GOVERNMENT.

THE RENAULT STRIKE COMMITTEE SAID 22,000 WORKERS VOTED UNANIMOUSLY TO STAY OUT. THE MANAGEMENT REFILED THAT A SMALL NUMBER OF STRIKE PICKETS HAD PREVENTED THE MASS OF WORKERS FROM EXPRESSING THEMSELVES FREELY IN A SECRET VOTE.

IN BANKS, INSURANCE COMPANIES, NEWSPAPER DISTRIBUTION AND THE OIL AND STEEL INDUSTRIES THE BACK-TO-WORK MOVEMENT WAS EITHER COMPLETE OR MAKING GOOD PROGRESS.
