    Addressing the Congress of the Arab Socialist Union in Cairo on Thursday (12th November), Egypt's President Sadat accused Israel of attempting to destroy the American peace initiative by claiming Egypt had moved rockets into the Suez Canal area. The claims, he said, were false. Some of the sites named did not exist.

    The Israeli claims had been communicated to the United States which, according to President Sadat, should have urged Israel to resume negotiations, but had instead begun a "hysterical campaign" against Egypt. He also accused President Nixon of "Waging a propaganda war" aimed at terrifying the peoples of the Arab world with alleged threats of a major war between the United States and the Soviet Union in the Middle-East.

    President Sadat was making his first lengthy political analysis of the Middle-East situation since taking over the leadership of Egypt last month. His speech was climaxed by a reference to Israel as the United States' "51st State", but he added that Egyptian hearts and minds were still open, and would welcome a peace based on justice... not a "peace based on surrender."
