    IN WAR-TORN VIETNAM, THE TAXI SHORTAGE IS A GROWING PROBLEM. TO HELP SOLVE THIS PROBLEM, THE SOUTH VIETNAMESE GOVERNMENT HAS SOLD ON CREDIT 200 SCOOTERISED VANS. THESE THREE-WHEELED VEHICLES WILL BE USED FOR THE TRANSPORTATION OF CIVILIANS IN SAIGON. IT IS CONSIDERED THE CHEAPEST MEANS OF TRANSPORTATION.

    THE AMERICAN MILITARY BUILD-UP IN THE COUNTRY HAS BEEN BLAMED FOR THE SHORTAGE. AS THEY ARE SAID TO PAY HIGH FARES, TAXI DRIVERS TODAY PRACTICALLY IGNORE THE VIETNAMESE CIVILIANS ON WHOM THEY ONCE DEPENDED FOR THEIR LIVELIHOOD.

    PRIME MINISTER NGUYEN CAO KY HANDED OVER OWNERSHIP CERTIFICATES TO THE VAN DRIVERS. THESE DRIVERS HALL ALL UNDERGONE A TEST BEFORE BEING ISSUED WITH LICENCES.

    PRIOR TO THE TAXI SHORTAGE COMING TO THE GOVERNMENT'S ATTENTION, SCOOTERISED VANS, WHICH CAN ACCOMMODATE SIX PASSENGERS EACH, WERE ONLY AUTHORISED TO BE USED IN RURAL AREAS. BUT NOW THEY ADD TO THE CAPITAL'S TRAFFIC PROBLEM. ALONG WITH OTHER VEHICLES, THEY BRING MILE-LONG JAMS TO THE CENTRE OF THE CITY EVERY DAY.

    ACCORDING TO THE LATEST PUBLISHED ESTIMATE, THERE ARE MORE THAN 600,000 CIVILIAN VEHICLES IN SAIGON AND ITS TWIN CITY OF CHOLON. THE TOTAL INCREASED BY 34,000 LAST YEAR BUT DOES NOT INCLUDE MILITARY VEHICLES.

    MEANWHILE, A SPECIAL COMMITTEE HAS BEEN FORMED TO DRAW UP A NEW HIGHWAY CODE - THE PRESENT ONE BEING 30 YEARS OLD - AND TAKE OTHER MEASURES TO SOLVE THE TRAFFIC PROBLEM.
