    Two Algerian rebel emissaries, M. Ahmed Boumendjel, and Mr. Mohammed Ben Yahia, and M. Hakiki Ben Amar, left Tunis Airport, Tunisia, June 25, on their way to Paris for a preliminary meeting with French officials to determine conditions for possible 'cease-fire' talks with a view to ending the five-and-a-half year war.

    In their meeting at Melun Prefecture -- a 17th century building on the outskirts of Paris - June 26, the French and Algerian delegates where very closely guarded. Police officials are stationed outside the gates, and the grounds are patrolled day and night by a strong force of Republican Security Guards.

    In their talks, they will decide the time and place of cease-fire negotiations, and nomination of delegates. Agreement will also have to be reached on when President de Gaulle will see Ferhat Abbas, leader of the Algerian National Liberation Front (F.L.N.) "government" in Tunis.

    It is expected that Ben Bella, the F.L.N. Deputy Prime Minister who was captured when flying from Morocco to Tunisia, and now in a French prison, will be nominated as part of the F.L.N. delegation.
