Background: The United States Secretary of State, Mr. Dean Rusk, met the Russian Foreign Minister, Mr. Andrei Gromyko, in Washington, Mar 18th, to discuss world problems at an informal luncheon.
Mr. Rusk was accompanied by U.S. delegate at the U.N., Mr. Adlai Stevenson; and Mr. Gromyko by the Russian Ambassador in Washington, Mr. Mikhail Menshikov.
Before the meeting, held in the State Department, Mr. Rusk and Mr. Stevenson had a conference at the White House with President Kennedy.
Among subjects believed to have been discussed at the State Department lunch was the situation in Laos, where tension persists and where efforts to negotiate a settlement seem to have failed. The Congo, disarmament and the nuclear-test ban talks, due to resume in Geneva on March 21st, were probably also on the agenda.
