PORTUGUESE OFFICIALS SAY THE REASON FOR THE SLOWNESS OF THE AFRICAN ADVANCE IS ECONOMIC NOT RACIAL. AFRICANS TEND TO FINISH THEIR EDUCATION EARLIER BECAUSE THEY CAN EARN MONEY MORE QUICKLY.

    AT LUANDA HOSPITAL, EUROPEANS AND AFRICANS ARE TREATED ALIKE. THEY QUEUE, 500 A DAY, TO COLLECT PRESCRIPTIONS GIVEN THEM BY DOCTORS. IT IS A STATE CONCERN, AND EUROPEANS AND AFRICANS PAY AS MUCH AS IT IS JUDGED THEY CAN AFFORD FOR TREATMENT.

    THE HOSPITAL HAS THREE-HUNDRED BEDS, SOME IN OLDER PARTS OF THE HOSPITAL WITH MOSQUITO NETS STILL HANGING, OTHERS IN A PLEASANT NEW WING, WHERE AIR CONDITIONING IS SOON TO BE INSTALLED. THERE WEALTHIER PATIENTS, AFRICAN OR EUROPEAN, CAN ENJOY PRIVACY. GOVERNMENT OFFICIALS AT CERTAIN GRADES ARE ENTITLED TO FREE PRIVATE ACCOMMODATION.

    LIKE THE PATIENTS, THE STAFF IS MANY COLOURED -- AFRICANS AND EUROPEANS WORKING TOGETHER TO SAVE LIVES. AMONG THE STAFF ARE A FEW NUNS. THE HOSPITAL IS THE BIGGEST IN ANGOLA, BUT SIMILAR ESTABLISHMENTS ARE RUN IN ALL THE MAIN CENTRES OF THE COUNTRY.
