    HE WAS SPEAKING BEFORE A JOINT MEETING OF CONGRESS.HE RECEIVED A STANDING OVATION FROM DEMOCRATS AND REPUBLICANS ALIKE WHEN HE WALKED DOWN THE AISLE OF THE HOUSE OF REPRESENTATIVES TO THE SPEAKER'S ROSTRUM.NOT ONLY MEMBERS OF CONGRESS, BUT ALSO HIGH GOVERNMENT OFFICIALS AND MEMBERS OF THE PRESIDENT'S FAMILY, INCLUDING HIS WIFE, MRS JACQUELINE KENNEDY, WERE PRESENT.

    ONE OF THE CHIEF ITEMS OF INTEREST IN THE SPEECH WAS THE ANNOUNCEMENT OF A PROPOSED THIRTEEN AND A HALF BILLION DOLLAR REDUCTION IN PERSONAL AND CORPORATE INCOME TAX TO STIMULATE AMERICA'S ECONOMY.

    ON INTERNATIONAL SUBJECTS, THE PRESIDENT SAID THAT THE NASSAU AGREEMENT WITH BRITAIN'S PRIME MINISTER, MR MACMILLAN COULD LEAD TO INCREASING THE "ROLE OF OUR OTHER PARTNERS IN PLANNING, MANNING AND DIRECTING A TRULY MULTILATERAL NUCLEAR FORCE WITHIN AN INCREASINGLY INTIMATE NATO ALLIANCE."
    THE 4,500-WORD SPEECH WAS BROADCAST BY RADIO AND TELEVISION ACROSS THE NATION.
