    THE MEETING TOOK PLACE IN THE BUILDING OF THE COOPERATIVE COLLEGE WHICH WAS FLYING FLAGS OF ALL THE PARTICIPATING COUNTRIES. IT'S BELIEVED THAT OF THE 11 COMMITTEE MEMBERS ONLY TANZANIA AND ZAMBIA ARE UP TO DATE WITH THEIR CONTRIBUTIONS TO THE COMMITTEE'S FIGHTING FUND. OTHERS WITH ECONOMIC PROBLEMS OF THEIR OWN ARE SLIPPING FURTHER BEHIND WITH THEIR CONTRIBUTIONS. OTHERS LIKE NIGERIA HAVEN'T CONTRIBUTED FOR SEVERAL YEARS. ACCORDING TO OBSERVERS THE RESULT IS THAT THE LIBERATION MOVEMENTS ARE INCREASINGLY SEEKING FUNDS FROM OUTSIDE THE FRAMEWORK OF THE COMMITTEE. SUPPORTERS OF THE MOVEMENT, INCLUDING CHINA, CUBA, AND THE SOVIET UNION, ARE SENDING AID DIRECT TO THE FREEDOM FIGHTERS....BY-PASSING THE COMMITTEE. THE COMMITTEE WILL, AT THIS MEETING, ALLOCATE TO FREEDOM GROUPS AN AMOUNT WHICH THEY THEORETICALLY RECEIVE IF ALL MEMBERS WERE FULLY PAID UP. IN PRACTICE, THE FREEDOM FIGHTERS ARE LIKELY TO RECEIVE ONLY A TINY FRACTION... AS LOW AS A TENTH OF THE SUM ALLOCATED.

    THE FINANCIAL CRISIS COMES AT A TIME WHEN AFRICAN COUNTRIES HAVE VIRTUALLY GIVEN UP HOPE OF EVER REACHING A PEACEFUL SETTLEMENT WITH THE WHITE REGIMES OF SOUTHERN AFRICA, AND HAVE COMMITTED THEMSELVES VERBALLY TO AN ARMED STRUGGLE. THE APPARENT REJECTION OF THE LUSAKA MANIFESTO. WHICH SUGGESTS PEACEFUL CHANGES TOWARDS BLACK MAJORITY RULE, HAS LED DELEGATES TO BELIEVE THAT VIOLENT CHANGE NOW SEEMS THE ONLY SOLUTION.

    DURING PROCEEDINGS ON THE MEETING'S OPENING DAY, WEST GERMANY WAS ACCUSED OF BEING AN ENEMY OF SOUTHERN AFRICAN LIBERATION MOVEMENTS BECAUSE OF IT'S INVOLVEMENT IN THE BUILDING OF THE CABORA BASSA ESTABLISHED IN CLEAR TERMS THE FACT THAT WEST GERMANY WOULD STOP AT NOTHING TO CONTINUE TO SUPPORT THE ENEMIES OF FREEDOM IN SOUTHERN AFRICA. HE HOPED THE COMMITTEE WOULD DISCUSS THIS DIRECT EVIDENCE AND TAKE DECISIONS APPROPRIATE TO THE SITUATION.
