    EISAKU SATO, PRIME MINISTER OF JAPAN, YESTERDAY (MONDAY) OPENED THE 23RD GENERAL MEETING OF THE UNITED NATIONS ECONOMIC COMMISSION FOR ASIA AND THE FAR EAST AT A TOKYO HOTEL IN SHIBA PARK.

    THE TWO-WEEK ANNUAL SESSION THIS YEAR MARKS THE 20TH ANNIVERSARY OF ECAFE'S FOUNDING AND ITS COMPLETION OF TWO DECADES OF ECONOMIC AND SOCIAL DEVELOPMENT IN THE REGION. SOME 400 DELEGATES, MANY OF MINISTERIAL RANK, FROM APPROXIMATELY 40 ASIAN AND OTHER COUNTRIES, ATTENDED THE OPENING CEREMONY.

    OPENING ADDRESSES WERE ALSO DELIVERED BY ECAFE'S EXECUTIVE SECRETARY U NYUN AND SENIOR REPRESENTATIVES OF UNITED NATIONS HEADQUARTERS IN NEW YORK.

    INDONESIA IS PARTICIPATING AGAIN IN ECAFE'S ACTIVITIES AFTER ALMOST TWO YEARS' ABSENCE WITH A DELEGATION HEADED BY ITS FOREIGN MINISTER, ADAM MALIK. MR. MALIK HAS ALSO HAD PRIVATE DISCUSSIONS WITH JAPANESE FOREIGN MINISTER, TAKEO MIKI, CONCERNING INDONESIA'S FINANCIAL SITUATION. JAPAN TOOK THE INITIATIVE IN CONVENING THE INDONESIAN DEBT CONFERENCE IN TOKYO LAST SEPTEMBER AND STRESSED THE NEED FOR NEW LOANS TO HELP INDONESIA RESTORE HER ECONOMY AND BEGIN REPAYMENT OF EXISTING DEBTS.

    THE ECAFE DELEGATES ALSO FACE SUCH PROBLEMS AS INDUSTRIALISATION OF THE REGION, SHIPPING AND OCEAN FREIGHT RATES, REGIONAL PAYMENTS ARRANGEMENTS AND OTHER ASIAN TRADE ISSUES, AND MEASURES FOR THE UNITED NATIONS CONFERENCE ON TRADE AND DEVELOPMENT (UNCTAD).
