    THE IVORY COAST SPOKE IN YESTERDAY'S (MONDAY) RESUMED SECURITY COUNCIL DEBATE ON PORTUGUESE TERRITORIES.

    THE IVORY COAST WAS FOLLOWING UP LAST WEEK'S SPEECHES BY LIBERIA, MADAGASCAR, SIERRA LEONE, AND TUNISIA, WHO CHARGED THAT PORTUGAL WAS CONDUCTING A "REPRESSIVE" COLONIAL POLICY IN ANGOLA, MOZAMBIQUE AND PORTUGUESE GUINEA. THEY ALSO CALLED FOR FIRM ACTION BY THE SECURITY COUNCIL TO BRING INDEPENDENCE TO THESE TERRITORIES.

    PORTUGAL DEFENDED HER POLICY WHEN SHE REPLIED YESTERDAY. THE FOREIGN MINISTER, DR ALBERTO FRANCO NOGUEIRA, EARLIER SAID HE WAS "NOT UNDULY IMPRESSED" BY LAST WEEK'S SPEECHES. HE SAID THERE HAD BEEN "SERIOUS DISTORTIONS OF FACTS."
