    EAST EUROPEAN PARTY AND GOVERNMENT LEADERS CONVERGED ON SOFIA, THE CAPITAL OF BULGARIA, YESTERDAY (WEDNESDAY) FOR THE OPENING OF THE SEVEN-NATION WARSAW PACT CONFERENCE. FIRST TO ARRIVE WAS THE CZECHOSLOVAKIAN DELEGATION, FOLLOWED BY THE SOVIET UNION AND THE GERMAN DEMOCRATIC REPUBLIC.

    THE COMMUNIST PARTY LEADER IN CZECHOSLOVAKIA, MR ALEXANDER DUBCEK, LED HIS COUNTRIES' DELEGATION TO THE CONFERENCE, WHICH IS SCHEDULED TO LAST TWO DAYS.

    THE SOVIET DELEGATION, LED BY PARTY-CHIEF, MR LEONID BREZHNEV, MADE THE JOURNEY FROM MOSCOW TO SOFIA BY TRAIN. THE DELEGATION INCLUDED THE PREMIER, ALEXI KOSYGIN, FOREIGN MINISTER ANDREI GROMYKO AND DEFENCE MINISTER, MARSHAL ANDREI GRECHKO. THE SOVIET LEADERS WERE REPORTED TO HAVE SLIPPED INTO THE CONFERENCE BUILDING ALMOST UNNOTICED.

    PARTY LEADER, HERR WALTER ULBRICHT, LED THE EAST GERMAN DELEGATION.

    THE CONFERENCE OPENED AMID REPORTS THAT THE SOVIET UNION AND OTHER PACT MEMBERS WILL SEEK A COMPROMISE OVER RUMANIAN OBJECTIONS TO THE PROPOSED NUCLEAR NON-PROLIFERATION TREATY. THE MAIN PURPOSE OF THE MEETING WAS SAID TO BE A REVIEW OF THE SITUATION REGARDING THE PROPOSED TREATY BETWEEN MOSCOW AND WASHINGTON, WHICH HAS BEEN DESCRIBED AS A MAJOR CAUSE OF DISCORD BETWEEN RUMANIA AND ITS ALLIES.
