    THE MINISTERIAL COUNCIL OF THE SEVEN-NATION WESTERN EUROPEAN UNION MET IN LONDON TODAY (TUESDAY) FOR A TWO-DAY CONFERENCE. THE MEETING IS THE FIRST OF THE ORGANISATION SINCE THE ANNOUNCEMENT OF PRESIDENT DE GAULLE'S PLANS TO PULL FRANCE OUT OF THE NATO INTEGRATED DEFENCE SYSTEM. TWO OF THE MINISTERS ATTENDING THE MEETINGS, DR. LUNS, THE FOREIGN MINISTER OF THE NETHERLANDS, AND MR. MICHAEL STEWART, BRITAIN'S FOREIGN SECRETARY, HAVE ALREADY MADE PUBLIC THEIR OPPOSITION TO THE FRENCH PRESIDENT'S PROPOSALS.

    REPORTS SAY THAT THE MEETING BEGAN WITH FRANCE'S PARTNERS IN THE WESTERN EUROPEAN UNION EXPRESSING THEIR CONCERN OVER PRESIDENT DE GAULLE'S MOVES TO GET NATO HEADQUARTERS AND COMMANDS OUT OF FRANCE. CONFERENCE SOURCES SAY THE CRITICISMS WERE MADE CALMLY, MORE IN SORROW THAN IN ANGER.

    M. DE BROGLIE, WHO IS DEPUTY TO THE FRENCH FOREIGN MINISTER, M. MAURICE COUVE DE MURVILLE, TOLD THE MEETING THAT FRANCE'S DESIRE FOR CHANGES IN NATO WAS AS GREAT AS HER DESIRE THAT THE 1949 NORTH ATLANTIC TREATY SHOULD ENDURE.
