Background: The Organisation of African Unity began celebrating its tenth anniversary in Addis Ababa, Ethiopia, on Thursday (May 24) after several days of African leaders arriving for the event. Among the last arrivals the previous day, were heads of states and representatives of Lesotho, Egypt, Botswana, Zambia, Gambia, Somalia and Morocco. They were all welcomed by Emperor Haile Selassie of Ethiopia.

The O.A.U. charter was signed on May 28, 1963, after several years of attempts to organise it. The charter was eventually based essentially on the concept of a loose association of states rather than a tight federation, which was favoured by several countries. The organisation now has forty-one member states throughout the continent -- virtually every country in Africa; the exceptions generally being concentrated in white-ruled southern Africa. Its headquarters is in Addis Ababa.

A summit conference will be held following the current celebrations.

SYNOPSIS: More African heads of state arrived in Addis Ababa on Wednesday. Emperor Haile Selassie welcomed them to the celebrations marking the tenth anniversary of the Organisation of African Unity (D.A.U.).

King Moshoeshoe of Lesotho is one of the 41 heads of state who will be attending the summit conference which follows the celebrations on Saturday. Emperor haile Selassie opened the celebrations with a speech in Adds Ababa's Africa Hall on Thursday. The Egyptian Minister of Communications Mr. Mahmoud Riad, is representing his country. Egypt has not commented on Libya's suggestion that the DAU headquarters should be moved to Cairo.

President Seretse Khama of Botswana also arrived on Wednesday. The Foreign Minister of Botswana was one of those attending the Ministerial conference which opened on May 17. The main task of the conference was to prepare an agenda of over 40 items for the later summit conference and to draft a political declaration to be adopted by the OAU. It concerns support for African liberation movements.

Zambia is represented by the Vice-President Mr. Mainze Chona. One of the main problems he will want to discuss is the tension along Zambia's border with Rhodesia who is not a member of the OAU.

Gambia's Vice President David ??? came to speak for Africa's tiniest state. Being an English-speaking nation almost totally surrounded by French-speaking Senegal, she is particularly interested in the possibility of closer relations between English and French-speaking Africa following U.K. entry into the Common Market.

Somali Vice-President Ismail Abokor arrived next. Somalia's border dispute with Ethiopia dominated the OAU ministerial conference. Somalia has requested that the border dispute be put on the summit conference agenda but Ethiopia replied that it is nothing more than a problem of border demarcation and not worthy of discussion. Somalia's Foreign Minister Mr. Arteh Shalib told ministers that Ethiopia was missing more than half her army on the border and that an attack was imminent. The Ethiopian Foreign Minister Dr. Minassie Haile denied any threats to Somalia but alleged that Somalia was seizing their territory.

Prince Mulai Abdullah came in place of his brother King Hassan, the current OAU chairman, was to have made the second speech on Thursday.

Policy towards white-ruled Africa remains as vital as it was at the first summit ten years ago. But now the Middle East situation is gaining importance.
