    President Francois Tombalbaye of the Republic of Chad, addressed the National Assembly at Fort Lamy on Tuesday, October 31st, and spoke of the 1972-73 National budget. While announcing that a special Investigating Committee was being created to keep a close watch on the expenditure of all Ministries and public offices, President Tombalbaye added that he hoped that a curtailment of unjustified expenses would lead to greater development in the future of Chad.

    Then, turning to criticisms of arrests made throughout the country, the Head of State said that the freeing of political prisoners had been a mistake, because "not only did the freed men begin their subversive activities again, but they have also managed to corrupt other citizens who had remained pure until then." He continued: "The measures of clemency taken during the 7th Congress of the Progressive Party of Chad at Sarh in 1971, with the hope of improving the political and social situation, only succeeded in aggravating the evil."
    SYNOPSIS: National Assembly President El Hadj Abo Nassour, asked the members to unite behind President Tombalbaye, giving him the full powers needed to lead Chad to future prosperity. Then the members heard from President Tombalbaye himself, telling them that a special Investigating Committee was being set up to keep close watch on public expenditure. Changing the subject, he added that he regretted the recent freeing of political prisoners, who had returned to their subversive activities, corrupting other citizens.
