    Background: KIRYAT SHMONA, ISRAEL

Helicopters brought the Israeli, United States and Lebanese delegations to the Israeli town of Kiryat Shmona in the Hula Valley of Upper Galilee on December 30 for the resumption of talks about the withdrawal of Israeli troops from Lebanon. First to arrive was the Israeli delegation followed by US Special Envoy Morris Draper, then the Lebanese delegation. Singing schoolchildren lined the roadway as the delegations were driven to the Beit Edelstein community centre, for the talks, which had opened in Lebanon a few days earlier. Lebanon's chief negotiator, Antione Fattal, took part in the traditional Jewish "breaking of the bread" welcoming ceremony, before sitting down with the Israeli representatives and US envoys. Israel wants normalisation of relations to be top of the agenda but Lebanon says its priority is the withdrawal of Israeli troops, now occupying much of southern Lebanon. Special Envoy Morris Draper, who heads the US team, is the mediator who helped set up the talks.
