    Background: Indo-Pakistan talks on problems arising out of their 1971 conflict failed to reach agreement in New Delhi on Saturday (August 18). During a session of talks in the morning, the Pakistani delegation leader took strong objection to a statement made the previous evening by the Indian delegation leader -- when he told reporters that Pakistan's attitude to the situation was 'negative'.

    The latest round of talks, for which not time has been set, continue year-long efforts to solve the problems of about half a million Pakistani and Bengali refugees in India; Bangladesh war-crimes trials involving Pakistanis; about 90,000 Pakistani prisoners-of-war held in India; about 200,000 Bengalis stranded or detained in Pakistan; and about a quarter of a million Pakistani citizens in a similar position in Bangladesh.
