    FOLLOWING A MEETING OF THE AMERICAN NATIONAL SECURITY COUNCIL IN WASHINGTON NOVEMBER 2, PRESIDENT KENNEDY, IN A STATEMENT OF THE PRESS, SAID THE UNITED STATES WAS READY TO RESUME NUCLEAR TESTING IN THE ATMOSPHERE IF THIS BECAME NECESSARY FOR AMERICA SECURITY AND FOR THE PROTECTION OF THE FREE WORLD.

    SPEAKING WITH GREAT EMPHASIS THE PRESIDENT DECLARED THAT AMERICA HAD NO INTENTION OF EXPLODING LARGE WEAPONS THAT WOULD PRODUCE ENORMOUS AMOUNTS OF RADIO-ACTIVE FALLOUT AND CONTINUED:
    THAT DAY'S MEETING OF THE NATIONAL SECURITY COUNCIL WAS DEVOTED WHOLLY TO A DISCUSSION OF THE NUCLEAR TESTS. REPORTS SAID IT HAD BEEN APPARENT FOR SEVERAL DAYS THAT THE PRESSURES BUILDING UP IN AMERICA FOR RESUMPTION OF TESTS WERE TOO STRONG TO BE IGNORED BY THE ADMINISTRATION.
