    CAMBODIA HAS ALLOWED NEWSMEN AND PHOTOGRAPHERS TO VISIT II AMERICAN SOLDIERS BEING HELD IN PRISON IN PHNOM PENH FOR ALLEGED BORDER VIOLATIONS. PRINCE NORODOM SIHANOUK, THE CAMBODIAN HEAD OF STATE, SAID RECENTLY THAT ALTHOUGH HE WOULD NEVER ALLOW AMERICAN TROOPS ON CAMBODIAN SOIL HE HOPED THAT THE UNITED STATES WOULD KEEP TROOPS IN ASIA SO THAT HE COULD USE THEIR PRESENCE TO MANIPULATE THE SITUATION IN SOUTH EAST ASIA -- PARTICULARLY IN MAINTAINING CAMBODIAN INDEPENDENCE FROM THE PEOPLE'S REPUBLIC OF CHINA.

    A CORRESPONDENT FOR THE COLUMBIA BROADCASTING SYSTEM (CBS) OF AMERICA, MR. BERNARD KALB, SAID THE SOLDIERS ALL APPEARED TO BE IN GOOD HEALTH AND SPIRITS AND WERE BEING TREATED AS DETAINEES RATHER THAN AS PRISONERS. MR. KALB SAID THE CAMBODIAN GOVERNMENT PROMISED TO RELEASE THE MEN AS SOON AS THE UNITED STATES RECOGNISED WHAT IT CONSIDERED TO BE THE BORDERS OF CAMBODIA.

    THE AMERICANS WERE CAPTURED ON THE 17TH OF JULY WHEN THEIR NAVAL LANDING CRAFT WAS INTERCEPTED BY CAMBODIANS. THE UNITED STATES MAINTAINS IT WAS A NAVIGATIONAL ERROR.
