    After a military coup in Nigeria in 1975, which overthrew the former Head of State, General Yakubu Gowon, the new government announced a political programme for the return to civilian rule by October 1979. The country's new Head of State, Lieutenant-General Olusegun Obasanjo, said the Wednesday (7 July) that an important part of the programme will be a reform of Local Government.

In the past year there has been a series of meetings between the Federal Military Government and officials from throughout the country. A report followed the talks, suggesting a framework for local government reform. In Lagos, General Obasanjo explained his government's final decisions on the matter.
