    BUT FOR MR. KOSYGIN AND HIS HOSTS IT WAS A WORKING LUNCH. QUESTIONS WERE PUT ON BEHALF OF MEMBERS BY THE ASSOCIATION'S PRESIDENT, MR. PAUL MOLLER.



    SOUND BEGINS: "I HAVE TRIED TO GROUP MANY OF THE QUESTIONS.."

    MR. KOSYGIN SAID THAT THE VERY TITLE 'COMMON MARKET' HAD A SERIOUS DRAWBACK. IT WAS NOT A COMMON MARKET BECAUSE ALL COUNTRIES ARE NOT FREE TO JOIN IT. IT COULD, HE SAID, BE A TRUE COMMON MARKET IF ALL COUNTRIES WERE FREE TO JOIN AND COOPERATED WITHIN ITS FRAMEWORK. A MULTIPLICITY OF RESTRICTED MARKETS ARE HOT, HE SAID, SUFFICIENTLY USEFUL TO EUROPE. MARKETS OF THIS SORT SHOULD BE OPEN TO ALL EUROPEAN COUNTRIES ON AN EQUAL FOOTING.



    THEN MR. KOSYGIN WAS ASKED ABOUT SOVIET RELATIONS WITH CHINA.



    MR. KOSYGIN SAID THAT HE DID NOT THINK THE POSSIBILITY OF ANY ARMED CONFLICT WITH CHINA AROSE. AS TO THE QUESTION OF DIPLOMATIC RELATIONS, HE SAID, WE FOR OUR PART INTEND TO GO ON DOING ALL WE CAN TO PREVENT ANY BREAK-OFF OF DIPLOMATIC RELATIONS PROVIDING THE OTHER SIDE OBSERVES THE CONDITIONS REQUIRED TO SAFEGUARD THE LIVES OF FOREIGN DIPLOMATIC PERSONNEL



    IT SHOULD ALSO PROVIDE NORMAL CONDITIONS OF WORK FOR SOVIET DIPLOMATIC PERSONNEL, HE SAID. MR. KOSYGIN ADDED, "IN SHORT WE SHALL DO NOTHING WHATSOEVER TO GIVE ANY REASON TO SEVERE DIPLOMATIC RELATIONS WITH THE SOVIET UNION."

    AFTER THE LUNCHEON HE GAVE A PRESS CONFERENCE DURING WHICH HE MADE KNOWN HIS VIEWS ON THE COMMON MARKET AND SINO-SOVIET RELATIONS.

    HE SAID THAT THE TERM "COMMON MARKET" WAS MISLEADING - BECAUSE IT WAS NOT OPEN TO ALL COUNTRIES TO JOIN. QUESTIONS WERE POSED ON BEHALF OF MEMBERS BY MR. PAUL MOLLER, THE PRESIDENT OF THE ASSOCIATION.
